Customer Advisory: Ocean House Bill of Lading Release Deployment Postponed
March 23, 2023
Please be advised that the U.S. Customs and Border Protection (CBP) has postponed the deployment of the Ocean House Bill of Lading (OHBOL) Release, including the Container Freight Station (CFS) User Interface (UI), until June 4, 2023.
Since 2011, NVOCCs and VOCCs have been working diligently with CBP and trade organizations to obtain visibility of cargo release at the lowest level, i.e., OHBOL release level. Instead of filing against a master bill of lading, the OHBOL release will allow importers and brokers to file CBP-authorized movements directly against an OHBOL. The CBP-authorized movement at the OHBOL level can be partial or full bill quantity.
The goal of the OHBOL Release is not to change liabilities under current regulations but instead to expedite the physical release of the merchandise from the VOCC and ocean terminal operator to facilitate cargo movement.
