Customer Advisory: Typhoon Ragasa
Update #2 : September 25, 2025
APL Logistics (APLL) wishes to provide an operational update regarding Super Typhoon Ragasa. As of 06:00 on September 25, Typhoon Ragasa was located approximately 120 km east of Mong Cai Ward, Quang Ninh Province, Vietnam, with its intensity continuing to weaken. The storm is moving west-northwest and is expected to gradually transition into a tropical depression. Forecasts indicate that Haiphong is not within the storm’s direct path.
Operational Updates:
Vietnam:
Terminals
• Hateco Port resumed normal operations at 09:00 on September 25.
• Other terminals in the region resumed operations from 12:00 on the same day.
Warehouses
APLL operations at PAN Hai An and GLC warehouses resumed from 13:00 on September 25, with limited cargo acceptance. Both facilities are expected to return to full operational capacity on September 26.
Offices
All APLL staff are safe and will continue to work from home (WFH) on September 25 and 26.
China:
Terminals
Terminal gates in Hong Kong and Shenzhen reopened and resumed operations at 04:00 on September 25.
Warehouses
APLL warehouses in Hong Kong, Shenzhen, and Huizhou resumed normal operations at 00:00 on September 25.
Offices
APLL offices in Hong Kong and Shenzhen resumed normal business hours at 08:30 on September 25.
We are pleased to report that all APLL staff are safe, and there has been no damage to customer cargo.
Update #1 : September 24, 2025
APL Logistics wishes to provide an operational update regarding Super Typhoon Ragasa. The typhoon is forecast to make landfall in Quang Ninh – Hai Phong, Vietnam around noon on Thursday, 25 September, with sustained wind speeds. The storm is currently moving west-northwest at approximately 20 kph and may intensify further.

Terminals
• The two major ports in the region, Hateco and Lach Huyen, have issued notifications to customers to cease Gate In and empty container pick-up operations starting 11:00 PM on 24 September, in anticipation of the storm’s impact.
Warehouses
• Both PAN HA and GLC warehouses will suspend cargo receiving operations starting 25 September.
• Reopening schedules will be communicated based on the evolving storm conditions.
Offices
• APL Logistics’ Haiphong office staff will be working remotely on 25 and 26 September.
Recovery & Contingency Plans
• Continuous monitoring of official alerts and verified social media channels.
• Proactive adjustments to delivery schedules as required.
• Cargo receiving may be suspended without prior notice due to sudden changes in warehouse or terminal accessibility.
• A detailed contingency plan will be issued by APL Logistics’ Haiphong Operations Team.
China:
Status remains unchanged from the Customer Advisory issued on 23 September.

Super Typhoon Ragasa continues to pose a significant threat to the northern part of the South China Sea. As of 9:00 a.m. on 23 September, Ragasa was located approximately 480 kilometers east-southeast of Hong Kong (near 20.0°N, 118.1°E), moving west-northwest at 22 km/h toward the Guangdong coast. The storm maintains super typhoon intensity with fierce winds and an extensive circulation.
According to current forecasts, Ragasa is expected to be closest to the Pearl River Estuary by the morning of 24 September. In preparation for potential impacts, APL Logistics (APLL) has implemented the following operational adjustments and contingency measures:
Operational Updates:
Taiwan
• The typhoon alert has been lifted as of 12:00 noon on 23 September.
• All ports and warehouses have resumed normal operations.
Guangdong Region (Hong Kong, Shenzhen & Huizhou)
Terminals
• Terminal gate operations in both Hong Kong and Shenzhen have been suspended as of 24:00 on 23 September.
Warehouses
• Hong Kong: APLL warehouse has been closed from 12:00 noon on 23 September until further notice.
• Shenzhen: APLL warehouses have been closed from 14:00 on 23 September until further notice.
• Huizhou: APLL warehouses will be closed at 18:00 on 23 September until further notice.
Offices
• APLL offices in both Hong Kong and Shenzhen have been closed from 12:00 noon on 23 September until further notice.
Recovery & Contingency Plans:
• Monitoring: Continuous assessment of operational impacts with updates shared with carriers, truckers, vendors, and customers.
• Preparation: Expedited container loading where feasible to minimize delays.
• Negotiations: Coordination with carriers to secure AMS/ENS extensions if required.
• Additional Measures: Applications for late-come permissions will be submitted to ocean carriers should further disruptions occur.
• Customer Updates: Timely notifications will be provided for any shipment impacts.
