Customer Advisory: US Tariff Changes Effective This Week
February 24, 2026,
Dear Valued Customer,
The U.S. trade environment shifted significantly this week following a Supreme Court ruling that invalidated tariffs imposed under the International Emergency Economic Powers Act (IEEPA). In response, the U.S. Administration announced new, temporary tariff measures under alternative trade authority, reinforcing ongoing uncertainty for global supply chains.
These developments have immediate implications for importers, exporters, and logistics planning, particularly regarding duty liability, compliance processes, and near-term cost forecasting. These changes may impact duty liability and customs compliance for importers.
Key Updates
- Tariffs imposed under IEEPA are no longer valid, and U.S. Customs and Border Protection (CBP) has been directed to wind down collection.
- A temporary 15% ad valorem import surcharge under Section 122 of the Trade Act of 1974 is effective February 24, 2026, for up to 150 days (through July 24, 2026).
- Exemptions include:
- Goods qualifying under USMCA
- Products already subject to Section 232 tariffs
- Select agricultural, pharmaceutical, electronics, aerospace, and informational products
- Limited in‑transit relief may apply based on shipment loading and entry timing.
- Importers should continue filing entries per current CBP guidance while system updates are implemented.
Customer Considerations
Customers may wish to:
- Review HTS classifications and country‑of‑origin determinations
- Assess shipments in transit for potential relief eligibility
- Reevaluate landed cost assumptions for upcoming shipments
- Coordinate with customs and logistics partners to ensure compliance
Our Support
We continue to monitor U.S. trade developments. Additional updates will be shared as warranted.
Sincerely,
APL Logistics
