Customer Advisory: New UAE Shipment Requirements

The United Arab Emirates has announced a new regulatory requirement for shipments destined to the UAE:

The Maritime Pre-Load Cargo Information (MPCI) filing is an advance cargo declaration mandated by UAE authorities, requiring shipment data to be submitted electronically prior to loading at the port of origin.

This initiative has been introduced to strengthen supply chain security, improve cargo visibility, and support risk assessment processes before cargo departs to the UAE.

Under this framework, key shipment details such as shipper, consignee, cargo description, and transport information are transmitted to the authorities in advance of loading.

Once submitted, the data is reviewed by UAE Customs, and a status response is issued to confirm whether the cargo can proceed as planned.

This requirement will become effective June 30th and will apply to applicable ocean shipments destined for or transiting through the UAE ports.

This will also impact forwarders / NVOCCs who issue a House Bill of Lading. Going forward, maritime house-level filers are required to submit a MPCI filing with HBL (House Bill of Lading) details to UAE Customs.

APLL teams have completed the necessary requirements to support MPCI filings in alignment with this regulation, ensuring a smooth transition as the requirement comes into effect.

As a result, we do not expect any impact on our customers’ businesses. We will continue to monitor any updates from UAE authorities and keep you informed of any relevant changes.
